NOTIFICATION-1: MERIT cum DEPRIVATION BASED SELECTION:

FREE COACHING to Scheduled Caste and also BC, ST Candidates for IAS Exam

A.P. Study Circle (APSC) Hyderabad, invites applications from the eligible SC, ST and BC candidates for admission into the FREE Coaching Program for UPSC Civil Services Preliminary Exam- 2012 which includes free classes, free books, free boarding, lodging and other benefits.

I. Eligibility-

  1. Only candidates belonging to SC, ST and BC can apply Candidate shall at least be a Post-graduate or a Professional/Technical Graduate. The candidate, who has already completed post-graduation or professional/technical graduation degree, can only apply. LLB, MBBS, B-Pharmacy, BSc-Agriculture, Veterinary Graduation etc are eligible. (3+2 or 5 or 4 or 3+1)
  2. Age limit as on 1st August 2011 is 35 years for Scheduled Castes and Scheduled Tribes, 33 years for Backward Classes and 40 years for Physically Handicapped
  3. The candidate's and his/her parents combined annual income should not exceed Rs.1.00 Lakh
  4. Candidates who are employed or are undergoing regular/correspondent courses of education are not eligible
  5. Candidates, who have already taken coaching facility anywhere in India, are not eligible
  6. Only Andhra Pradesh candidates can apply
  7. Physically Challenged candidates who are SC/ST/BC can only apply

II. Reservations

  • Scheduled Castes  - 75%
  • Scheduled Tribes  - 10%
  • Backward Classes  - 15%
  • Physically Challenged  - 3% (physically challenged candidates belonging to SC/ST/BC will be selected across all categories with the whole state as a unit and this is not separate reservation but among SCs, BCs and STs)
  • Women - 50% (Women candidates belonging to SC/ST/BC in each category)
  • District Qouta: Each District will be treated as a separate unit and the reservation quotas will be applied among the natives of each District. 9 candidates per District or 207 candidates in all will be admitted in this batch
  • Region Qouta: Region quota depends on district quota (9 per district) so Telengana Region = 90, Andhra Region = 81 and Rayalaseems Region = 36. The significance of region quota is that if candidates are not available in a particular district, those unfilled seats will go to other districts according to merit order within the same region.

III. Selection Procedure-

  • There will be no Screening Test but selection is based on MERIT cum DEPRIVATION
  • Total Average: The total average will be developed on the basis of percentage of marks from SSC, Intermediate, Graduation and Post-Graduation. For example, SSC% + Intermediate% + Graduation% and Post-Graduation% divided by 4
  • Rural Weightage:The weightage will be given to the rural candidates who have done their schooling (from 1standard to Intermediate) at the village or Mandal level. The weightage (5% marks) will be added to the Total Average of rural candidate
  • Weightage of General Students: Moreover, the weightage (10%) will also be given to the General Students (Social Science, Humanities and Arts) for maintaining balance between Science and Social Science. This weightage will be added to the Total Average of General Students
  • Grand Percentage: This will be developed by adding Total Average, Rural Weightage and weightage of General Students. Grand Percentage = Toata Average + Rural Weightage + Weightage of General Students
  • The RANKS (at district, state and category level) will be developed on the basis of GRAND PERCENTAGE
  • The selection is based on Grand Percentage by keeping District Quota, Region Quota, Community Quota (SC, ST and BC), Women Quota and PH Quota in mind.

Coaching Starts on 1st August 2011

Applications received after the last date, incomplete applications and applications without enclosures or photo will be summarily rejected. 

Enclosures to the application-Application Form Only and Self Addressed Cover with Rs. 5/- stamps.     Enclosures at the time of Admission-(1) Community, Nativity and Date of Birth Certificate as per GOMs No.58 Social Welfare(J) Dt.12-05-97, (2) Income Certificate, (3) Pass Certificate of his/her highest educational qualification, (4) Copies of Marks Memos of SSC, Intermediate, Graduation and Post Graduation (if from a Non-Technical or Non-Professional Course)(Graduation if from a technical or professional course), (5) Transfer Certificate of the course last studied.    

Note:Candidates using fake certificates or Marks Memos will be blacklisted for the present admission and all future admissions and also legal action will be taken against the candidate. 

IMPORTANT NOTES :

  1. Candidates with a desiring to compete in the Civil Services Examinations (UPSC) are only requested to apply. This course is meant for higher level of effort. Candidates are not allowed to prepare for any other competitive exams except UPSC. If anyone violates this rule, the entire expenditure on him/her will be recovered
  2. The coaching will be given for UPSC Prelims and Mains only
  3. The coaching program will be residential with free boarding and lodging till the UPSC prelims Exam in June 2012. The candidate will be given limited facilities such as accommodation, food, coaching, book fund, etc
  4. Candidate should leave the institute immediately after the Preliminary Examination-2012. An affidavit to that effect will be taken from the candidate at the time of admission
  5. Every candidate shall hand over his original certificates including T.C. along with an affidavit stating that he or she will put up 100% attendance to the classes and tests and will abide by all the rules and conditions of the APSC. The original certificates will not be given back before Prelims 2012 exam for any purpose

  3. Geography
  4. Anthropology/Sociology/Political Science
  5. History

NOTE : Subjects will be taught, if minimum students should be ten. Teaching of particular subject depends on availability of experts.

Educational qualification is any Post-graduation or any professional/technical graduation. The last date for submission of application form- 12th July 2011 and Announcements of Results – 20th July 2011. The selection is based on MERIT (average marks of SSC, Intermediate, Graduation and Post-Graduation) cum DEPRIVATION (Weightage will be given to Rural Educated Candidates and Social Science candidates) All Districts will get equal representation with 50% women quota and 3% Physically Challenged Quota. Reservations are as follows: 75% for SCs, 15% for BCs, 10% for STs and 3% for Physically Challenged among three categories. Total seats are 207 and 9 per DISTRICT (Telengana Region = 90, Andhra Region = 81 and Rayalaseema Region = 36). The last date for submission of application form is on 12th July 2011.
